The targets originally set at 330,000 and 340,000, respectively, have now been increased to 330,800 and 341,000. According to Ahmed Hussein, the minister of immigration. Refugees and Citizenship, Canada intends to welcome skilled workers along with their families and even displaced refugees who become an asset to the economy.

These defining initiatives are non-discriminatory and don’t bias individuals on the basis of nationality, colour, religion and gender. GETTING ENTRY TO CANADA : Ways to Migrate to Canada from India

The majority of the programs (Federal and Provincial Levels are aimed at admitting immigrants on the basis of their economic backgrounds. The most programs are however grouped under the Express Entry Program that includes the
Federal Skilled Worker Class, the Canadian Experience Class, and the Federal Skilled Trades Class. The demand for more skilled immigrants might trigger the lowering of the CRS scores as already established by the IRCC.

Express Entry Program

Express Entry is a systematic process of managing in the Permanent Residency (PR ) Applications of skilled candidates. There are basically four steps involved in the application process for receiving the coveted invitation. Its one of the best ways to migrate to canada

1.ELIGIBILITY: It is very essential to evaluate the eligibility for the application or else it may cause a frustrating experience of facing dejection and loss of valuable time and money. 2.DETAILED REQUIREMENT FOR EACH PROGRAM : The immigrants are chosen from the pool on the probability of their making a contribution to Canada’s Skills and Economy. There are 3 economic immigration programs which are:

1.Federal Skilled Worker Program

i)This program is for skilled workers with foreign work experience who want to immigrate to Canada permanently. The program has a set of eligibility conditions that the candidate needs to satisfy. The main conditions can be segregated on the basis of work experience in the category listed, Language Ability on the basis of the IELTS band score and lastly the educational credentials. These three factors in cumulative are needed for the application to be assessed.

ii) In case all the criteria are met, the next step is assessing the application on the basis of age, education, work experience or whether there is a valid job offer, First and Second Language Proficiency skills and lastly Adaptability. The points total to 100 out of which the cut-off score is 67.


In order to assess the eligibility of the Federal Skilled Worker Program, the highest ranking candidates are ranked from the pool and invited for the Permanent Residence.
Minimum requirements
The minimum requirements are:

i)Skilled work experience : The skilled work experience relates to you having worked in either of the *National Occupational Classification (NOC) job groups(candidates can check their respective occupations from the Canadian immigration official site. Listed below are the jobs along with the skill set are as follows:

Managerial jobs (skill type 0)
Professional jobs (skill level A)
Technical jobs and skilled trades (skill level B)

*It is essential that in order to assess the eligibility of the candidate the candent should carefully evaluate whether he has performed the set of duties as put in the head statement of the NOC. Some of the important points for a candidate to understand is :
a) Employed in the same type of job as listed in the NOC as your primary occupation for the last 10 years
b) Only Paid work count which means that the applicant should have been paid or earned a commission. Volunteer work won’t count in the process.
c) In order for the employee to be regarded as continuous one needs to be in the job for at least 1 year or1,560 hours total (30 hours per week).

ii) Language Proficiency:
For all the non-native aspirants it is essential to appear for the English Proficiency Test. The most common exam is the IELTS(International English Language Testing System) which evaluates the students on various parameters such as writing, reading, listening and speaking and achieve a minimum Canadian Language Benchmark of 7 in all sections.

iii) Education: In case the candidate has schooling done in Canada, he should possess one of the following:
secondary (high school) or
post-secondary school

However, in the case of foreign credentials, you should have a completed credential, and an Educational Credential Assessment report from an approved agency showing that your education is equal to a completed certificate, diploma or degree from a Canadian: secondary (high school) or post-secondary school

iv) Proof of funds
It is essential that the candidate should have sufficient funds to support himself and not be a burden on the government. The candidate can also show proof that he has a valid job offer.

Federal Skilled Trades Program

The Program is intended for the individuals who are seeking to become Permanent Residents on the basis of their qualifications for the skilled trade. Its one of the best Ways to migrate to canada.

The minimum requirements that the individual should have been
i) English or French proficiency in writing, reading, listening and Speaking speaking
ii) Minimum 2 years of full-time work experience (or an equal amount of part-time work experience) in a skilled trade within the 5 years before you apply
iii) Satisfy the job requirements for that skilled trade as listed out in National Occupational Classification, except for needing a certificate of qualification
iv) Valid job offer of full-time employment for a total period of at least 1 year or certificate of qualification in that skilled trade issued by a Canadian provincial, territorial or federal authority

*Skilled work experience

Skilled trades for the Federal Skilled Trades Program are organized under these groups of the National Occupational Classification (NOC):

Major Group 72, industrial, electrical and construction trades
Major Group 73, maintenance and equipment operation trades
Major Group 82, supervisors and technical jobs in natural resources, agriculture and related production
Major Group 92, processing, manufacturing and utility supervisors and central control operators
Minor Group 632, chefs and cooks
Minor Group 633, butchers and bakers
The major NOC groups are subdivided into different occupations, and they are all skill type B.
*It is necessary that the candidate should have the proof of their experience in a specific trade.


There are no listed requirements for the Federal Skilled Trades Program, but in case the candidate needs to improve the rank in the Express Entry Pool, there are 2 ways it can be done.

i) Having a school education from Canada, the candidate can receive points for a certificate, diploma or degree from a Canadian secondary (high school) or post-secondary school
ii)If you have foreign education, the candidate can get points for a completed foreign credential and an Educational Credential Assessment report from an approved agency showing that your education is equal to a completed certificate, diploma or degree from a Canadian: secondary (high school) or post-secondary school

iii)Language ability: As already mentioned the candidates have to score a minimum CLB of 5 for speaking and listening, and 4 for reading and writing. The approved exam is taken for writing, reading and has a validity for 2 years after the date of the result and should be valid on the day you apply for permanent residence.

Canadian Experience Class

The category is mainly for the individuals who have an employment history of Canada and eager to become Permanent citizens. The integral components of this class are listed below:

Minimum Requirements

The candidate must meet the language requirements in all the 4 sections of the IELTS examination namely Listening, Speaking, Reading and writing. The candidate should have a minimum of 1 year of skilled work experience in Canada, in the last 3 years before you apply. The work experience must be a full time or part time gained in Canada in a legal manner. Like Federal Skilled Trade the Canadian Experience class consists of categories like:
managerial jobs (skill level 0)
professional jobs (skill type A)
technical jobs and skilled trades (skill type B)
Your work experience can be in 1 or more NOC 0, A or B jobs.
Also, you should note that self -employment and the working as a full-time student (such as a co-op work term) doesn’t count under this program.


The minimum eligibility criteria for education credentials is the same as in the Federal trade program. However, there is no listing for the Canadian Experience Class.

Language Proficiency

The applicant has to satisfy the minimum language level of English Proficiency according to the job he is employed for. The candidate has to take approved language tests for Writing, Reading, Listening and Speaking. The exams hold validity for 2 years from the date of the test result and must be valid on the day you apply for permanent residence.

Canadian Language Benchmark 7 for NOC 0 or A jobs or
Canadian Language Benchmark 5 for NOC B jobs

The flexible immigration plans offered by the Canadian government provides an incentive to the eager aspirants to apply through various programs. Whether it is the Express Entry Program or the state-sponsored PNP(Provincial Nominee Program ), it is set to escalate yearly. “The new multi-year immigration levels plan supports Canadian employers and businesses by ensuring they have the skilled labour they need to spur innovation and help to keep our country at the forefront of the global economy. Building on the strong foundation set out last year and continuing to increase economic immigration will help Canada stay competitive and attract talent from around the world.”

The 2019-2021 Canada Immigration Levels Plan figures do not include the many hundreds of thousands of temporary foreign workers and international students expected to move to Canada annually.
